It would only be fair to use a top tier service's value if the coin was actually graded by a top tier service, too. Each grading service has their own coin holders, so it's easy to tell which service actually graded the graded wheat pennies being offered. If it isn't specified in the item description, then just look at the holder or ask the seller before buying.
